Project Background
On March 13, 2012, the City Council approved Vesting Tentative Map 9292 for the Bayfront Project, consistent with the Waterfront District Master Plan. The Council also approved the following development agreements:
- Vesting Development Agreement (Pages 1-22 only) - no exhibits
- Implementing Development Agreement (Pages 1-15 only) - does not include Exhibits A-M

Current Proposals
Master developer Ledcor is currently proposing the following development for the remaining blocks of the Bayfront project:
Blocks K-L-M-P-O (The Village)
An application is under review for 171 row houses in three different varieties, including some work-live and live-work townhomes. The City Council is anticipated to conduct a public hearing to approve the project on September 9, 2025, as recommended by the Planning Commission.
Blocks E-G (Bayfront Boulevard)
An application is under review for a 207-key boutique hotel with meeting rooms, a restaurant, a gym/spa, retail, a pool and view terrace. Two stories of structured parking, one below-grade and one above-grade, would be provided. Planning Commission review of a Design Review Permit will be required.
Blocks A-B-C-D-J (The Bowl)
Ledcor submitted a Builder's Remedy pre-application for 142 front-loaded (i.e., garage-forward) townhome units on Blocks ABCD (“The Bowl”), essentially identical to their withdrawn proposal for these blocks in 2022, along with a 100% affordable multifamily residential development of 36 units on Block J. City Council approval of a Planned Development Plan and any amendments to project agreements needed to enable the project will be required.
