The City of Hercules, facing critical financial and growth challenges, chartered an innovative urban-design-based land use planning effort at the turn of the millenium.

The resulting Plan for Central Hercules provides a vision (PDF) and the regulatory path to create a much-needed, pedestrian-friendly, commercial Town Center.

The open, inclusive planning effort changed the public conversation about growth, helped build community, and is delivering tangible financial benefits.
