The City of Hercules is committed to maintaining a safe, reliable and efficient sewer system that protects public health and the environment. The City of Hercules’ sewer rates have remained unchanged since 2014. However, the costs of maintaining the system, hiring necessary personnel, and addressing ongoing infrastructure needs have risen. As a result, the rates are no longer sufficient to cover these growing expenses.

Sewer Systems in Hercules 

The City's sewer system includes 62 miles of gravity sewer mains, 1,660 manholes, seven lift stations, 4.5 miles of force mains, and connections to 7,000 private laterals that serve 8,300 parcels. Approximately 1.7 million gallons of wastewater daily flow from Hercules to the Pinole-Hercules Wastewater Treatment Plant, where it is treated before being safely discharged into the San Francisco Bay. The City co-owns the treatment plant with Pinole, with both cities equally sharing operation costs and capital improvements.

Capital Improvement Sewer Projects

To ensure the long-term reliability of the City's sewer system, Hercules is investing in several Capital Improvement Projects (CIP) funded through the Sewer Fund (421). These projects will address critical upgrades, including:

  1. Sycamore Avenue (Upper Trunk Main)  – Increasing sewer main capacity to support future flows.  The Lower Trunk Main project was completed in 2025.
  2. Promenade Lift Station – Replacing a lift station with a gravity main system as part of the Bay Front Development Project.
  3. Repair/ Replace Sewer Lines under SR-4 & Along Willow Ave. – Addressing deteriorating sewer mains to prevent system failures.

About the Rate Study

The City is currently in the process of reviewing and updating its sewer rates to ensure they meet the system’s needs over the next five years. This rate study is necessary to cover the rising costs of operations, personnel, infrastructure maintenance, and capital projects.
As required by state law, the rates set through this process will reflect only the reasonable costs of providing sewer service. The City cannot generate any profit from its utilities and can only charge the actual cost of the services provided.

Sanitary Sewer Fees

On April 28, 2009, the City Council of the City of Hercules adopted Resolution No. 09-070 increasing the sewer service charge by $2.00 per month per year successively for five (5) years (2009-2010 through 2013-2014) along with an increase by the Consumer Price Index (CPI).  The monthly sewer rates charges for 2013-2014 through 2023-2024 is $52.15 for Single Family and Multifamily Residence, $35.60 for Apartment Units, and Commercial, Retail and Institutional are charged based on individual water consumption provided by East Bay Municipal Utility District.
