About the Project
This capital project has been expanded to include construction of the Refugio Valley Park Shade Structures, Foxboro Park Basketball Court Resurfacing and Foxboro Park Playground Improvements. Concrete surrounding the basketball court at Foxboro Park will be replaced with new asphalt to eliminate existing trip hazards. A seal coat will be applied to the new and existing asphalt surfaces and the entire court surface will be re-painted. New playground equipment will be installed and the deteriorated synthetic surface at the Foxboro Park playground will be replaced.

Project Updates
- November 2025 - Project bidding from 11/7/25 to 12/16/25.
- September 2025 - Shade Structure pre-purchase initiated.
- June 2025 - Design work is nearing completion and the project will be bid this summer with construction anticipated to be complete by Spring 2026. Due to long lead times, the shade structures will be pre-purchased by the City to expedite the construction schedule.
- March 2024 - Approximately 70 trees have been installed in Refugio Park. Plans to replace the 2 picnic areas adjacent to the parking lot are in design. The project includes 2 new shade structures, picnic tables, barbeques, and concrete pathways and surfacing.
- December 2023 - City Council selected Option 3 at their October 24 meeting, which includes 72 new trees and improvements to the main picnic areas adjacent to the parking lot, including shade structures, new concrete picnic surfacing and furniture (tables, chairs, barbeques). Staff is reaching out to contractors for costs to install the trees this Winter and is negotiating a design contract with the landscape architecture firm for the remaining improvements.
- August 2023 - Approximately 40 hazardous Eucalyptus trees were removed in Refugio Park earlier this year. The effort is underway to replace them and restore the shade they provided. A pop-up event at the park and on-line survey were recently completed to solicit feedback from residents on the preferred alternatives. The results of the survey are tentatively scheduled for City Council review and discussion on October 24. The tentative timeline is to replace the trees in Winter and the shade structures later in the year.
