CITY COUNCIL PLACES MEASURE P, THE CITY OF HERCULES PUBLIC SAFETY/FINANCIAL STABILITY MEASURE ON THE NOVEMBER 3, 2026 BALLOT

Dear Hercules Community,

On July 28, 2026, the Hercules City Council placed Measure P, the City of Hercules Public Safety/Financial Stability Measure, on the November 3, 2026, Municipal Election ballot following an extensive public engagement process called The Hercules Conversation.  

Measure P proposes a one-cent local sales tax, generating approximately $4,000,000 annually until ended by voters as a locally controlled funding source. Measure P revenue is intended to address priorities the community identified during The Hercules Conversation such as:
     ● Keeping funds local
     ● Maintaining the City’s long-term fiscal sustainability 
     ● Retaining and attracting local businesses
     ● Meeting water quality health standards
     ● Maintaining 911 response times and neighborhood police patrol staffing

By law, funds generated by Measure P are required to be spent locally in Hercules, with accountability provisions, such as independent public audits. These funds cannot be taken by Contra Costa County, the State of California, or the federal government.
