Hercules Kicks off “Horizon 2050” General Plan Update

Post Date:04/02/2026 12:00 PM

The City of Hercules is updating its general plan, a planning tool that will serve as a blueprint for how to grow and change over the next 25 years. This initiative, titled Horizon 2050, will create opportunities for housing, economic growth, transportation, resilience to climate change, and more. Your voice is essential to making this process a success.

A new General Plan Advisory Committee (GPAC) will provide guidance by reviewing the existing plans and policies, helping identify targeted updates, and reviewing draft goals and policies. The GPAC members will provide added eyes and ears in the community to provide insight and act as ambassadors to encourage broad engagement in the General Plan update process. Applications are due April 30, 2026. To apply, please visit https://www.herculesca.gov/government/commissions-committees.

The City is striving for an inclusive, community-led process for Horizon 2050. Both in-person and virtual events are planned to provide additional opportunities for feedback. We want a variety of viewpoints to inform this update. Community engagement will include:

  • Horizon 2050 website (www.hercules2050.com) with regular updates and notifications
  • Community workshops or open houses
  • Informational forums
  • Online surveys
  • Citywide notifications and informational primers (to sign up, please visit https://www.herculesca.gov/our-city/enotice-sign-up and check “General Plan Update” under the “News” heading
